Those biological weapons are like angina. They don't kill, but they are causing very high fewer. So that means that those weapons are hard to detect because they are similar to natural organisms. Because those bacteria and viruses don't kill, they can also use in civil disorder.

Another thing is that by making the industrial espionage operation, the hanky-panky medical factories can make cheaper copies of vaccines, and share them with potential allies. The reason for spying on that kind of vaccine production might be to copy those methods for own medical industry.
