The simplest way to control zombies, which are made by using tetrodotoxin, which is called "zombie poison" is to use the automatic dispenser, which is normally used in diabetes treatment. In this case, the dispenser would be loaded by using tetrodotoxin. If the level of this poison is right, the person would be totally under the control of other people.

There is one more feared influence of this poison, and that is the so-called zombie-effect. Normally the effect of this poison would disappear when the poison is left from the blood.  But there is a possibility that somebody would create genetically engineered bacteria, which could cause a long term effect on the victim.

The bacteria would be the combination of the bacteria, and the genomes, which are taken from the ball fish liver, and what controls the production of the tetrodotoxin. Also, those bacteria can have the genomes, which can keep the tetrodotoxin at a certain level in the blood system. That thing can base that the production of this poison begins when the level is low and stops when the level of this poison is too high.

That thing can base a similar thing, which controls the level of immunological antibody, what the B-immune cells are producing. So this kind of bacteria can be produced by using advanced bio- and nanotechnology, which allows combinate the DNA bites together in certain points of DNA.  That kind of genetical engineered bacteria would be the next-generation biological weapon. The thing, what the actor needs are the laboratory, and things that can be used in that operation.

The most difficult thing is to create the genetic regulator, which will adjust the level of the poison. It would make people robots, what are following the orders and never say no. Commanding those victims can happen by telling them what to do, and if that thing would be made to some bank director, that person would transfer all money from the bank to the criminals.
