This is the thing, that makes the situation so complicated. The thing is that terrorism is a crime, and there is no other policy than an attack against those people.
But as we know the massive firepower and military superiority are not always answer the question. And the road of the military solution against the non-official enemies has chosen Great Britain, Israel, and many other nations. The result has always been the same. The enemy has been crushed in open battle, but then the situation has come more complicated than ever before.
