Are the tubes below P-51D "Mustang" somehow connected to "foo-fighters"

The tube-looking objects below the P-51D along with "foo-fighters" makes that photo interesting. So it can be made after the Second World war, and even if there is some kind of texts, they might be faked, and the simplest answer for that photo is, that is made for testing some infrared films. That thing could be a mechanic infrared targeting system.
