In the beginning, we must realize the use of lethal force for making the targeted person harmless is unnecessary. The operators can reach the same result by using "non-lethal methods" like lobotomy and brainwashing. In some versions of those things in the brains of the targeted person would driven plaque, which denies the internal communication of the human brains. In this case, the targeted person would turn to the dementia patient. Of course, there could be given the chemical called "Agent Orange" in those cigars, which would cause cancer to Castro, who became the leader of Cuba after the civil war. The problem with Castro was that he would just replace by the new comrade if the CIA or some Green Beret team would shoot that man, so what if Castro would cooperate with the CIA?

The problem with Castro was he was heavily supported by the Soviet Union, which planned to bring even nuclear weapons on that island. And another problem for the CIA is the SIGINT stations at Lourdes, Cuba, where the GRU is capturing the signals of the U.S military and military intelligence. That thing caused the CIA to plan to assassinate Castro, or this is the thing, that people always believe.

But there is another version of how to make people harmless than just kill the target. That thing is called "non-lethal affecting". When we are thinking about the acoustic or electromagnetic systems, what can affect the way of thinking of people, the thing that the operators must do is just make the system, which gives the resonance to the skull. In this case, the subliminal loudspeakers can give simultaneous orders for the person. Those systems can slip into the office very easily, and they are the same way easy to install with eavesdropping systems.

Or the small-size acoustic commanding device can also install inside the skull of the person. In that case, the small size radio receiver would repeat simultaneously the commands to the target. That system can put in the skull of the target in a couple of minutes. And that system can make the person "agent without willing". That kind of perfect agent would be very effective in the world of military intelligence.

The acoustic commanding devices could have two modes, and they can use as the stick and carrot. If a person would hear a command and refuses, the system can give the impulse by using frequency, which causes pain. And if a person would follow the command, the system can give the signal by using frequency, which pleases the target. So in this model, the system is acting like carrot and stick.
