In this text, blackmailing means delivering the uncomfortable information of the targeted person. So what would that kind of thing mean? The data that the blackmailer uses tells about the social environment of that person. The data that is used in the blackmailing operation is felt somehow embarrassing in the mind of the blackmailer. The thing is that blackmailer thinks that this certain type of "uncovered things" are causing damages for the target. 

When the blackmailer selects the target there is somebody who searches the effective data with the blackmailer. The thing is that every type of data is powerful if they are in the hands of a boss who has the authority to kick off workers when that boss wants to do that thing. 

So the thing that the files that blackmailer uses might contain many types of information what is not powerful at all, but when the high-ranking boss wants to kick off the henchman, those files would give an excuse for that thing. In this case, the pure rule of man is masked with the nice little files, which might be empty. The values and morals that are in value in the social environment of the blackmailer are the things, that make that person select the files, what that person uses. 

If we are thinking about things like data, what is in the blackmailing files, that data could be harmful to the blackmailer. So that thing would help to make the profile of the blackmailer. The data that is used might cause sack in the community, where that person lives. So the authorities must analyze data what blackmailer used, and maybe that thing would help to find out the person, who has given a tip or help to select the data.
