What is the problem with the weapons control laws in the USA?

In the USA every people have the constitutional right to carry weapons (1), and that thing is from the Civil War when people afraid of the revenge of the Southern Soldiers, who were rejected surrendering when Southern general Lee laid down the weapons, and Confederate ended military actions against the Union. There were soldiers, who made crimes and who were wanted to continue their career as the bandits, who made robberies against houses, banks, and buildings, what seemed promising. And one of the most well-known about those people was Jesse James, who made many bank robberies and murders. 

The reason, why the military weapons like Spencer (2) and Winchester-type(3) magazine rifles and revolvers were allowed to carry also people, who were not working for the government was that the free weapon carrying made the law enforcement easier to operate and hide their identities because if only people, who were allowed to carry guns were officials the Union agents would be uncovered, and the also there was the risk that some sheriffs were the supporters of the Confederate. Also in the cases of massive damages of cities like in the Great Chicago Fire, 1871 (4) and San Francisco earthquake 1906(5), the police and the men of Pinkerton detective agency (6) shot many people, when they attempted to rob or steal merchandise from ruins of the city. 

And the idea of that constitutional addition, what is one of the most well-known things in the constitution of the USA was made for creating the balance of power between southern law enforcement and supporters for the Union. And the reason why this thing is so difficult is that law enforcement is based on the gun and the problem is that the law that makes it possible that every person would be allowed to carry a gun has not adjusted anyway. 

This means that the law, what is made in the time of revolvers, where was six rounds and the rifles, with eight rounds magazine, with separately loaded ammunition is allowing that person can buy assault rifle with a couple of 30 rounds magazines, and automatic pistols where is 20 rounds magazine. I don't know is there some limits to the ammunition capacity, but the real thing is those weapon laws in the USA are complicated things. 

During the Cold War, the Pentagon and other authorities were planned that the civilian-owned weapons would be allowed to defend the nation in the cases of the surprise-attack of the Soviet troops. And also in the cases of massive disasters, the guns were hoped to make possible to keep the riots under the control, and this is the reason, why American first-aid authorities have a large number of anti-personnel rounds like Glaser bullets(7), that they can protect their work during the crises.
