Could the YF-23 better than the F-22?

The article below this text is forming an interesting question, could the YF-23 be better than the F-22, what wins the race, and became the USAFs first supersonic stealth fighter. The fact is that these things form another question, and that thing is "if YF-23 was better aircraft why USAF selected F-22?".
