Could there be a civilization, what could make artificial planets?

1) The idea for this thing is got from the novel The Hitchhiker’s Guide to the Galaxy, which is written by Douglas Adams.

This kind of ideas are seeming crazy, but could there be a possibility to create artificial planets, what are like Earth? This is the thing, what we sometimes think. The creation of artificial stars or planets would be technically easy, but the thing that is needed is the large-scale technology, what we cannot make, because of our production capacity is too small. This kind of system would benefit the electric polar of the material, and the operation is simple in the paper. 

One of the things is that the system would not need the spacecraft. The thing, that is needed is to load the nebula with electricity, and the electromagnetic force would pull the nebula to the metal ball. So the hypothetical civilization would need only the high-power radio transmitter for creating enough powerful electromagnetic field. 

That thing works like that interplanetary nebula would be surrounded by a large number of spacecraft and in the middle of the nebula would be put the metal ball, which will pull the gas to it. The idea is to benefit the ionization of the nebula, and the spacecraft would pull the dust to the metal ball, which has opposite polarity than the nebula. The system would use the electromagnetic force to pull the silicon in one point, and that thing would be used to create the artificial planet by using silicone dust, which is loaded with electricity.  

One of the things is that a similar system can be used to create even the sun-size star. The metal piece that is loaded with the electricity would be driven in the middle of the gas nebula, and then the ionized gas would be pulled on the outer layer of the metal piece, and the effect can be used to load the nebula with the opposite polar of electricity. 

2) Could we transform Jupiter to star?

The transforming Jupiter to star is a very old idea. In the movie 2010 Space Odyssey the monolith, what could be the radio telescope transforms Jupiter to star. The idea is quite interesting because it could be used to terraform the moons of Jupiter. 

When we are talking about the terraformation and the artificial stars and planets far more conventional idea is to transform the planet Jupiter to star, and that thing would make it possible to terraform the moons of that planet, but the problem is the weak gravity on those moons. The rising temperature would cause the melting of the ice core of those moons, and then there is possible that the water would disappear to space. And that's why transforming Jupiter to the star might be meanless. 

But the idea is that to the Jupiter would be targeted extremely high-power laser, what mission is to increase the temperature of that planet, and the fusion reactions would start to work. The red dwarf 2MASS J0523āˆ’1403 (1), is one of the examples, that the small mass star can exist. The laser or some other electromagnetic source would increase the temperature of the Jupiter, and that thing makes possible to create the artificial star.
