Why weather balloon will be top secret?

Sometimes I have thought that could it be possible that the Roswell case, was caused by the weather balloon, but why that thing was somehow classified? Was the real thing the aircraft, what would rise to the high atmosphere by using a balloon, and then that craft will be released from the edge of the space.

The aircraft would be somehow top secret, and maybe there is something like that thing in the garage of some secret airbase. There are rumors about the stealth- version of the X-38 crew return vehicles, what are developed for the evacuate the CIA agents and also deliver the equipment to them in the cases, where the local government will not cooperate with that intelligence service.

When in the next text is written about the saucer-shaped craft, the truth is that this vehicle could be also the triangle-shaped. The concept is actually copied from the X-38, and the idea of this thing would be to create the spacecraft, what would use "clean energy" for the aviation vehicle, what could use the conventional propellers, blowers or some other electric power device, like MDD or the rocket motor, what bases the electric arc for replacing the combustion.  What if the UFO:s are hybrid aircraft, what are using a balloon to raise the aviation vehicle in the real high altitude, and then that that device would be released to the atmosphere.

If the saucer-shaped craft would be released for the free drop, and that thing would be equipped with the windmill turbogenerator, the craft can load its batteries or capacitors for giving the electric power to the propellers or the radio system, what would make the electric arc under the craft. This would be one version of the aircraft, what "can fly without fuel".

This kind of things is probably sometimes created under the control of NASA or some aircraft corporations. The thing, what makes this kind of vehicle suitable for the rescue and escape missions is that it would not need the fuel at all, what makes possible to store it in some secret place, and there is no worry, that the fuel would vanish from the tank, because of the leak or vaporizing.

This kind of vehicle can be connected to every balloon, but the best solution would be the hot-air balloon. Inside that balloon would be mylar balloon, what is filled by using hydrogen, and that thing, what looks like "Echo"-satellite would rise this thing in the very high altitude, and then the craft will be dropped.
