RBMK or graphite-moderated nuclear reactor has a bad reputation because it was used in the Chernobyl reactors, and the structure of this reactor is that the graphite would be in touch with the heavy water. The pressure of the water keeps the graphite in the space, where it has no contact to air, and if the level of the water would too low, the reactor or the graphite would take contact to air, and in that case, it starts to burn. This is the reason, why this type of reactors is a very big risk.

The thing in those reactors is that the fuel elements are in the graphite structure, what looks like a concrete brick and that structure has one purpose: allow to change the fuel elements without shutting down the reactor, and this means that this kind of reactor can deliver the plutonium to the nuclear weapon product without need to shut down the system while changing the fuel elements. Also, the RBMK-structure can be used to put the other things in the fuel tubes, and in some rumors, the KGB has been tested to produce the radioactive water in the RBMK reactors.

The production of the radioactive water would serve the creation of the radioactive or radiological "non-explosive" nuclear weapons, what would have the radioactive effect to the targets. in the scenarios, the radioactive water would just spray on the target area, and that thing could be more dangerous than the chemical weapons. The radiological weapons are also suitable for assassination missions, like the "Polonium murder" in Great Britain has been shown, and the radioactive water can put in the drinking water.

Production of that weapon would be done by putting the water tank in the nuclear reactor, and the radioactive radiation would change the water to the radioactive material. But the main role of the RBMK is to produce the plutonium for nuclear weapons, and the reason for importance to change the fuel elements is that stopping the reactor would not uncover that the delivery of the nuclear material would send to the weapon plant.

But as you might know, this type of reactor is very unstable and dangerous, because the graphite would start to burn, if it touches the air. Along with the hydrogen gas, that thing caused one of the worst nuclear accidents in history, when the Chernobyl nuclear plant exploded in Ukraine.
