One version of the man-made earthquakes is simply. Only thing, what is needed is explode explosives under the surface of the Earth, and that was the idea of the 10 000 kilograms "Grand slam" bomb. This was created during the Second World War to use against heavy armored German submarine bunkers.

The man-made earthquake would not need actually nuclear explosives for being successful. If in the ground would form the magma-pocket, the ground would drop down. Also if something would cause the boiling of the groundwater, that thing can cause the earthquake. This kind of earthquakes is really nasty and dangerous because they cannot be proven as the result of the weapon use.

In fact, that kind of device would be even too easy to make. The thing, what would make that kind of earthquakes would be actually quite small-size satellite, what would have antennas, which can make it look like a giant spider. The thing is that this kind of satellites would not need nuclear reactors for operative use. If the satellites would need to create the magma-pocket under the ground there would need two satellites, what will point two opposite polar radio transmitting to the certain target. If under the ground would flash the electric arc, that could cause the earthquake.

The thing is that the radars can send the radio waves to that device pair, what would collect them and target that electromagnetic radiation to the certain target what can also be the computer center. Or the otherwise those satellites can use similar technology, what is used in the microwave bombs, and the high-voltage electricity can be made by pressing normal batteries by using explosives to pump energy to the battery.  In fact, there is one threat, and that is if the radio transmitting would target a nuclear reactor, will that thing cause the accelerating the fission. This weapon was investigated during the cold war, and its mission would be detonated enemy nuclear missiles in the silos.
