If that bag-looking structure is needed that thing can fill by using oobleck and water that will make it possible to make a single-used heat shield that can use in cases when the heat shield is damaged. That thing can help to get the craft back to Earth.

I don't know would the drops of oobleck turn very hard as the bigger layers. But there is the possibility to drop the oobleck as the drops from the aircraft. Or at the front of ammunition can also put oobleck, which would make it possible to make a new type of flechette or shotgun ammunition.
