If we want to colonize dwarf planet Pluto the reason for that could be that we wish to build the calculation center for a quantum computer. This kind of structure, where the water molecules are put in the chains and hang like the extremely thin icicle, what is the chain of water molecules is extremely hard to create on the Earth because it would need extremely stable conditions along with the low temperature. 

So the planet Pluto could be a good place for the position this kind of system because it's far away from the sun. That means that the effect of solar wind is minimum in that world. And the weak gravity field would help to position the chain of the water molecules in the right position, by using fullerene, which is connected to the bottom of that chain of molecules.
