How we can slow the speed of the light?

The speed of the light is cosmological constant (the speed of light =299 792 458 m / s)

Slowing time is possible, but slowing the speed of light is impossible except in one case when gravity slows the speed of the photon. Many times there is introduced the idea that some new types of quantum systems like quantum ion engines could operate by slowing the speed of the light, but slowing the speed of light or photon is impossible if we want to use that thing in some driving systems. 

The reason for that is the gravity field, what is surrounding every single particle in the universe. But there is possible to make the electromagnetic system, which slows the photon by connecting it to the magnetic particle. The rotation speed of the particle would increase to the level, that the escaping velocity would be the same with the speed of light, and then the photon would connect to that particle. 

Slowing the speed of photons is the thing, that means slowing the light. 

Creating the photon rocket that can also operate in the atmosphere is one of the biggest dreams of engineering. The most exotic power system, what can theoretically create is the so-called "tau-engine. The idea of the tau-engine is that the photon is connected to the magnetic particle by using gravity. And then the magnetic particle would move back and forth, and that movement would release the photons. But those particles would also create wave movement, which will be used to give extra punch for that system. 

Theoretically, this type of engine, what slows the speed of photons would be quite easy to make. The creators of the engine must just increase the rotation speed of the electron or proton or neutron. 

And when the escaping velocity at this particle is increasing to the speed of the light. There is a possibility to connect photons on it. The slowing the speed of those photons happens by using magnetic ray, or the extremely thin magnetic field, what pulls that electromagnetic particle to the center of the engine. This thing means that slowing the speed of the light is possible in that way. 

The gravity field affects every single particle around it in the same way, and the thing is that if we want to make some photon travel slower than others, we must make the string what would slow that thing. Or if we can find the graviton, and connect that thing with the photon, we could slow the speed of the light. That thing might seem very exotic, and difficult to create for a practical purpose.
