One thing about surveillance tools like "Pegasus"

Israel sells the "Pegasus"-surveillance program only for governments, this kind of software is the ultimate tool for breaking the privacy of targeted people. One remarkable thing is that also Saudi-Arabia uses this software. And in this kind of programs are problematic, because they can send the collected data to the third party. And the thing is that kind of change can be made to the code quite easily. 

Only the target, where the surveillance program stores data must be changed, or the better way just increases the second target for the saving data. So, in that case, the surveillance program will send the data to two targets at the same time. Those targets would be the official target and the secret server that is operated by hackers. 

One thing about the "Pegasus" surveillance tool is that this kind of software is the list of codes. So that code list can be download from the place, where those codes are stored. And then everybody, who has the programming tools and skills to change the target directories of the data, can create the own version of that kind of spying tool. The problem with the private actors in the world of surveillance is that there are data and skills, which are reserved only for governmental purposes. If the private actors are making software, what breaks the privacy. 

People are making crime if they are using that software to control people. But there is another aspect of this kind of tool. 

The thing is that the data, that is collected from the Internet must stay constant and secured. This means that the data must be immune to manipulation. And the second thing is that there must be something why the cell-phones are infected with malware, which shares private data over the internet. 

The problem is that the code is universal and that means that this kind of tool can be stolen even by photographing the screens. So one thing that is concerning people is the data security of the surveillance tools. What if somebody steals those codes, and make their version about that kind of program. 

The computer programs are universal tools and things like programming can learn from books, and there are also courses about that kind of thing. And the code is immaterial. So everybody can make a similar program by using Python, Java, or some other programming language if they have the code list and the programming environment. 

If somebody has been photographed the screens, there no way to see that thing, because there is no less code remaining in the hard disk. This means that the stealing that code might be undetected. This means that also private actors can get that kind of program in their hands very easily if they have the right relationships.
