One historical thing in the Ukraine conflict is the first time in history the world convicts attack that is made by a permanent member of the Security Council and holds a powerful nuclear arsenal. Russia's nuclear stockpile is very impressive. That is 5977 nuclear warheads.
And NATO has about 100 B-61 nuclear bombs in Europe. That might not seem very much. But the NATOs 5th. generation F35 Lightning II stealth fighter-bombers survivability is better than Russians.
That means those fast-flying-low observable stealth aircraft can attack deep inside Russian territory. And if the nuclear weapons are used against Russian nuclear bases that can decrease Russia's capacity to use their nuclear weapons.
Fast-flying stealth fighters can use for strategic purposes as well as in tactical missions. The thing that limits the use of those systems is the airborne refueling capacity. And if one nuclear bomb drops on Moscow that causes very large destruction.
The thing with nuclear systems is that strategic weapons can have a tactical role. And otherwise, a tactical nuke can also use against enemy strategic installations. The deep penetrating stealth aircraft can operate in both roles. Or strategic nuclear weapons with low-yield warheads can also hit the enemy troops that are near the frontline.

Heavy cargoplanes can transport military equipment to the frontline from thousands of kilometers in a couple of hours.
The thing is that strategic and tactical nuclear weapons have no certain border. 15 kt. nuclear weapon can use in both missions.
And the question is always this. Is some military pit located thousands of kilometers from the frontline strategic or tactical target? What if that base supports strategic bombers or jet fighters that are operating at the frontline thousands of kilometers away from their base tactical or strategic target?
The key element is logistics. What if somebody loads hyper loops with troops and ammunition? Those extremely fast trains can transport people and cargo. Same way, they can transport military equipment.
Heavy cargo planes and bullet trains are connecting factories from thousands of kilometers to the frontline. So that means even if the military base is thousands of kilometers away from conflict troops can travel very fast to the frontline. And that thing obscures the border between strategic and tactical targets.
