The way to think that the Roman empire would want to keep the enemies close and friends far were very good for the military forces of the empire. That set was able to put the Roman enemies between two fronts if that actor attacks against Rome and the second thing in this kind of strategy was that the fights would happen in the enemy territory.

That denied the propaganda against Rome, where the propagandists claimed that all fights were happening at the Roman friend's territory, and claim that the friendship was one side. But the thing was also very practical. 

The Roman gladius units can raise the enemies against Rome if some legion commanders would think, that they were Emperors and that thing kept legions in the work, that those men would have no time to think about things like they were suitable for rule the state. Those things are really interesting.

The people who have control masses would always want more and more power and the things what made those people want the final rule was interesting. For those people the power is like a snowball, they always want to become more and more powerful, and get the higher and higher ranks. And the little war was a good place to end those willings. The end was an arrow to back, and that ended the dreams of that military leader. The Roman way was, that the military leaders were not too popular, and that guaranteed, that somebody would tell to the emperor if the person thinks something, what was not tolerated.

And the thing was that without sharing information taking the control in the empire was impossible. Or would you think, that the new emperor would get always the authorization for the ruling? 

But when the thing is moved to our world, there is always somebody, who needs to be better than somebody else. There is always unnecessary secrecy and the people, who are in charge are always deny the information from their henchmen.

Sharing the information to henchmen is somehow disgusting or shame, and that means that the henchmen would not even know, what they have to do. If we would transfer that thing to the Roman warlord, the ability to share the information would save their life because the henchmen could keep shield to protect their back.

But otherwise, that thing could inform the Emperor, what could cause execution. And the thing is that if the legion would be ordered to march inside the Roman city, that order would cause death.
