Information that travels in a vacuum travels faster than information in the medium.

Information cannot travel faster than light. This is one thing where the terminology is causing misunderstanding. We should rather say that the information cannot travel faster than photons than information cannot travel faster than the speed of light.  So if we would want to transmit data between two places and we want that another data packet is at goal before the other we should just send the other data package in the vacuum.
